Stiftelsens ändamål är att bedriva verksamhet inom följande sex områden. Ekonomi Stiftelsen ska bilda Handelns ekonomiska råd. Rådet ska främja parternas gemensamma strävan att utveckla handelns förutsättningar. Rådet ska ta fram rapporter och lämna utlåtanden och rekommendationer i ekonomiska frågor i syfte att sprida kunskap och insikt om handelns betydelse för samhället, den ekonomiska utvecklingen i Sverige samt behovet av goda förutsättningar för handelns konkurrenskraft. Forskning och utveckling Stiftelsen ska bilda Handelns utvecklingsråd. Rådet ska vara en av Sveriges största finansiärer av handelsforskning och ha till uppgift öka kunskapen om handeln, till nytta för företag, konsumenter och handeln i övrigt. Ändamålet är att stärka den svenska handelsnäringen och öka kunskapen om handeln genom stipendier och bidrag till vetenskaplig forskning och utvecklingsprojekt. Rådet ska särskilt verka för och söka extern finansiering till handelsspecifik forskning. Yrkes- och kompetensfrågor Stiftelsen ska bilda Handelns yrkes- och kompetensnämnd. Nämnden ska arbeta med att stötta och utveckla handelsinriktade utbildningsinsatser för att därigenom både höja och säkra yrkesstatus, kompetensutveckling och kompetensförsörjning. Nämnden ska följa och kvalitetssäkra dessa utbildningar i syfte att förbättra tillgången på kvalificerad arbetskraft. I detta arbete ska ingå även validering och certifiering av kompetens och bedömning av utbildningsbehov. För att handeln ska kunna utvecklas är det centralt att Sverige som nation är attraktivt för att bedriva företagande. Miljön ska locka företag att investera och förlägga sina verksamheter här i landet och därigenom skapa arbetstillfällen i Sverige. Stiftelsen ska arbeta för att förstärka de konkurrensfördelar Sverige har i form av bland annat goda förutsättningar för hög kunskaps­nivå samt en god infrastruktur. Det är av stor vikt för handeln att kompetensutveckling inom branschen är god. Medarbetarnas kompetens och hur denna tillvaratas i företagen spelar en avgörande roll för att upprätthålla och utveckla konkurrenskraften. Omställning Stiftelsen ska bilda Handelns omställningsråd. Rådet ska verka för att de omställningsmöjligheter som finns på den svenska arbetsmarknaden kan nyttjas så effektivt som möjligt av handelns företag och medarbetare. Handeln är en bransch i ständig utveckling och omvandling. Kraven på att snabbt kunna ställa om, utvecklas och förändra är höga på både företag och medarbetare.
